Reciprocity and permits

Out of State Non-Resident Permits

Non-resident carry permits a New Yorker can get, each with its own step-by-step guide, compared side by side, plus visitor guides for the states that give New Yorkers no permit.

Last checked November 1, 2026 · 6 sections

A non-resident permit lets a New Yorker carry in that state and, through reciprocity, in other states that honor it. None of these permits are valid in New York. Every state has its own step-by-step guide, checked against the official state or county pages on November 1, 2026.

Which Permit Should a New Yorker Get?

Short answer: start with Florida, Utah or Arizona. Each one adds the most states to a New York license, and all three can be done by mail with no trip.

  • New York license alone: you can carry in 35 states (25 honor it, and 10 need no permit). 16 are closed to you.

  • Add one permit (Florida, Utah, Arizona or Texas): 13 states stay closed. Texas needs a shooting test in Texas.

  • Add Florida and Utah together: 12 states stay closed.

  • The rest need their own permit: California, Connecticut, Maryland, Massachusetts, New Jersey, Pennsylvania, Rhode Island and Washington DC. Colorado, Hawaii, Illinois and Oregon give New Yorkers no permit at all; see the visitor guides below.

Why Apply for Non-Resident CCW from Other States?

By obtaining a non-resident license from a state with a wide range of reciprocity agreements, you could carry in even more states than if you only had a license from your home state. For example, you have an NYC CCW, but Florida does not recognize it. You get the Florida CCW, and now you can legally carry in Florida and in 30 other states that recognize the Florida non-resident CCW. And their license is valid for 7 years!

According to the USCCA website they rated the following the TOP 5 states to apply:

Utah, Florida, Virginia, New Hampshire, and Maine with Arizona as Another Great State to Get.

Sample Pennsylvania license to carry firearms, personal details blurred
Sample Florida concealed weapon or firearm license
Sample Connecticut eligibility certificate for a pistol or revolver
A redacted New York City concealed carry handgun license
Sample New Jersey permit to carry a handgun

Fees are the state's permit fee; fingerprint and class fees are extra unless noted. Details and sources are in each guide. Florida is from the Florida guide (checked October 28, 2026). Some of these permits are not needed by every New Yorker: for example, Minnesota already honors a New York license. Check the map first.

Quick Picks

  • No trip at all: Florida, Arizona, Utah, Virginia (no NY carry license needed) and Connecticut (NY carry license needed).

  • No training and no fingerprints: Pennsylvania (NY carry license needed; Pike and Wayne take the application online, pickup in person).

  • Only way to carry in these places: Maryland, Connecticut and Washington DC honor no other state's permit, so you need their own: Maryland, Connecticut, Washington DC.

  • Already honor a NY license: Texas (since September 1, 2025) and Virginia (until July 1, 2027). Their permits are still useful for reciprocity in other states: Texas, Virginia.

  • New Jersey: see the New Jersey Non-Resident Guide.

The Guides

Visitor Rules (No Permit for Visitors)

These states do not give a carry permit to a New York resident. Each guide explains what a visitor can and cannot do there: which permits the state honors, carrying in a car, and passing through.

Every state has different laws pertaining to carrying, restrictions etc. It is your responsibility to know these laws and be familiar with them before visiting that state.

These guides summarize each state's published instructions as of November 1, 2026 and are not legal advice. Fees, forms and rules change; always check the official page before you apply.

Where You Can Carry

This map shows where you can carry with your New York license alone. Each state guide shows its own map with that permit added, or tick the licenses you hold to build your own map.
